Decision on pub roof terrace

A plan to build a new garden roof terrace at a city centre pub looks set to be allowed despite concerns about noise and overlooking.

The Feathers in The Tything in Worcester put forward proposals which would see a new enclosed roof terrace built on an existing flat roof in the back garden of the pub.

Worcester City Council’s planning committee meets next with a recommendation from officers that the plan is given the green light next Thursday.

A decision will be made by the city council’s planning committee at the request of ward councillor Lynn Denham due to the “principle of development, significant local objection, the impact on neighbouring residents’ amenities, inappropriate use and the hours of operation.”

Nine objections were made by residents in nearby Britannia Square, Albany Terrace and Upper Tything during public consultation with concerns raised about overlooking and noise.

Many were concerned by the pub – and potentially the new roof terrace – being allowed to open until 2am.

West Mercia Police had requested for the roof terrace to close at 10pm which the owners of the pub have agreed to.

The owners of the pub said the new garden would be totally enclosed to prevent people from looking in and out.

Worcestershire Regulatory Services said noise from drinkers sitting on the roof terrace would be heard from neighbouring buildings if windows were open – even with screening in place – but did not raise an objection and said it was down to the planning committee to decide whether it was reason enough to refuse the plan.

A report, due to be discussed by the planning committee on January 27, said: “On balance, and giving careful consideration to all responses received, the proposal would be considered acceptable given its city centre location.

“The impact of the pandemic on businesses, in particular hospitality, has been noted but is not determinative.

“It is noted that proposals for outdoor space to hospitality venues have been successfully introduced in the city and with careful management and the application of a relevant condition limiting the hours of use of the proposed terrace, approval is recommended.”
