Residents delighted with refusal for 43-home plan

People in Cheltenham say they are “absolutely delighted” that plans to build 43 homes on a meadow in Charlton Kings were rejected by a planning inspector.

W Morrison Ltd & Trustees Carmelite Charitable Trust wanted to develop around ten acres of land next to Oakhurst Rise.

Consultants working on the scheme said it would be well screened and was an opportunity to provide high quality homes in an attractive area to live.

This was the third time they had sought planning permission for the site after plans for 90 and later 69 homes were turned down.

The latest proposals for the site were rejected by Cheltenham Borough Council over the impact it would have on the setting of Ashley Manor and icehouse and Charlton Manor which are listed buildings.

Other reasons included that the development’s harm would outweigh the public benefits and it would be bad for the natural environment.

The developers appealed the decision but this was dismissed by a planning inspector earlier this month.

Sally Walker, founder of Friends of Charlton Kings, said the community was absolutely delighted with the outcome.

“It’s a demonstration that sometimes the planning system can work,” she said.

“We’ve got what we believe to be the right answer after going to the planning inspectorate twice.

“But it’s also an example of where the planning system doesn’t work because pretty much every comment the planning inspectors have made both times have been what those in opposition to the plans have been raising since day one.

“So, it has constantly reinforced our objections which are around heritage, it is one of Cheltenham’s six wild life sites and it’s currently in flower as the most extraordinary wildlife meadow.

“It is a wildlife meadow with ancient and veteran trees and a very special place for the community.”
